Civil Engineer - Monitoring & Evaluation Expert SES,

Job Description:
Project Brief
The Project involve monitoring and evaluation of infrastructure projects in FATA and KP provinces of Pakistan. The universe of infrastructure sub-projects to be supported under this project
include rehabilitation, reconstruction, expansion, and upgradation of urban municipal infrastructure and services including water supply, sanitation, solid waste management, streetlights, drains, roads, bridges, firefighting, and a general bus terminal for the existing population of the urban center in Bajaur Agency.
The M&E Officer who would be a civil engineer responsible for verifying the infrastructure development works on ground, assess the quality of the work according to civil engineering standard specification and operating procedures and eventually based on findings conclude recommendations for improvement.
Expected Outputs and Deliverables
  • Extensive experience in similar monitoring of civil Infrastructure works and have worked for leading donor agencies like World Bank, Asian Development Bank, AUSAID, DIFID;
  • Prepare monitoring and evaluations plans and ensure their implementation at all levels;
  • Review and analyze information collected through the monitoring process and identify any need for changes;
  • Extensive knowledge in performing evaluations through various procedures including interviews and surveys with the public and report on the impact of the work on the life of the people;
  • Organize training sessions & coordinate Meetings with District Coordination Officer, Political Agent, Assistant Political Agent, Agency Officers, and project Management Unit related staff;
  • Good working knowledge of developing Monitoring Plan including the specific parameters for site visits, asset verification and data collection for each of the selected programs and sites;
  • Extensive knowledge in conducting Baseline studies;
  • Good working knowledge of results framework (logical framework) within the context of performance indicators, which will be used to measure the outputs, outcomes and impacts anticipated;
  • Conduct mini surveys and Focus Group Discussions(FGD’s) with communities if so required;
  • Ensure authenticity of information collected;
  • Contribute to the capacity building of project staff and partners on participatory monitoring and evaluation;
  • Generate quality monitoring and project progress reports on Monthly and Quarterly basis (and more frequently, when conditions so require) according to established criteria and schedules;
  • Facilitate recruitment process for consultants and contractual staff, if so requested;
  • Ensure timely follow up of all visit reports such as audits, and control visits.
Qualifications and Experience
  • Master’s degree in Civil or Geo technical Engineering;
  • A minimum of three years of experience in monitoring and evaluation in a reputed donors agencies like World Bank, Asian Development Bank, INGOS, NNGOs, CBOs etc., and with national governmental agencies in the third world countries particularly in South Asia;
  • Outstanding communication (both writing & speaking skills) in English;
  • Good Experience of working in Pakistan;
  • Willing to stay and travel extensively in FATA and KP provinces of Pakistan;
  • Outstanding project management skills, experience in developing work plans using Microsoft Project or Primavera.
  • Possess Excellent report writing skills.
